The Prince of Wales, who has been au active member of the English Royal Commission on the Housing of the Working Classes, has paid a visit to the slums of Dublin, in order to ascertain the condition of the lower quarters of that city by personal observation. [special to press association.] London, April 8. It is reported that Lord Rosebery requests the mediation of Prince Bismarck between Russia and England in regard to the settlement of the Afghan difficulty. The “ Standard ” considers that the position of affairs is very critical. Obituary Edward Yogel Yon Falckenstein, the celebrated German General, aged 88 years. The several colonies have sent Home heavy orders for torpedoes, guns, and war material, for defence purposes.
