Earl Granville has published a letter announcing that the friction with Germany has ended in an amicable understanding haivug been arrived at with Count Herbert Bismarck in regard to the English Blue Book on-Pacific affairs, and Count Bismarck has returned to Berlin. In the House of Commons to-day, Lord Edmond Fitzmaniico. Political Secretary to the Fore gn Office, in reply to a question, stated that the territory
of North Borneo is not under British rule. The Pall Mall Gazette states that it has been agreed that the eighth parallel shall be the boundary between the English and German annexation of New Guinea. In the House of Commons to-day, Lord Hartington confirmed the announcement that the proposed increase in the British army would consist of fifteen thousand men. Edmund Yates, proprietor of “ The World” newspaper, has been released from Holloway Gaol, In the House of Lords to-day, Earl Granville stated that the Government have no information regarding the reported lowering of the British flag at Victoria, on the Camaroon River, by Germany, and that he was convinced by Prince Bismarck’s present attitude that he will prevent any trouble in West Africa. RUSSIA IN AFGHANISTAN. ENGLAND’S ULTIMATUM. WARLIKE PREPARATIONS. [special to press association.] London, March 8. Earl Granville has sent an ultimatum to Russia demanding the withdrawal of the Russian troops from the Afghan territory. It is reported that the Colonies have offered 50,000 men in the event of war with Russia. The Ameer of Afghanistan is sending reinforcements to the frontier. Orders have been received in America from Russia and England for immense quantities of cartridges. The town of Quettah and forts in the Pisheen Valley have been reinforced. [Quettah is at the debouchure of the Valley of Pisheen, at the head of the Bolan Pass, in the mountains which separate Afghanistan on the south from Beloochistan.J The Emperor William of Prussia is impressing upon the Czar the desirability of an amicable arrangement of the Afghan difficulties. March 9. Russia has offered to abandon her claims to the hills bordering Herat provided that she is allowed to retain possession of her recent seizures of territory in that neighbourhood.
