RUSSIAN TROOPS MARCHING SOUTHWARD. GERMANS LOWERING THE BRITISH FLAG IN WEST AFRICA. (Received March 10, 1.10 a.m.) London, March 9. In connection with the Anglo-Rus-sian difficulty it has transpired that the Government has demanded the immediate withdrawal of the Russian troops from beyond the Afghan frontier. The situation is generally deemed to be most critical, and active warlike preparations are now proceeding both in England and India in view of possible hostilies. The Porte has offered to conclude an offensive and defensive alliance with England in the event of an embroglio with Russia. Latest telegrams from Central Asia report that Russian troops are being moved southwards from the Caspian Sea in considerable numbers, (Received March 10, 2.50 p.m.) Evening. News is to hand from the West Coast of Africa that the Germans have lowered the British flag at Victoria, on the Camaroon River, and have hoisted the German standard in its place.
