Wolseley has issued an address to the troops under his command, savins he hopes to lead an army into Khar* loam before the end of the year, and that in the meantime preparations must continue to be made for an advance in autumn.

The' Argus to-day suggests that Government should offer to send money instead of troops for Soudan, as the Victorian forces may be required for local defence in the event of an embroglio with Russia. [special to press association.] London, March 2. A thousand Fenians are being equipped in Chicago for the purpose of assisting the Mahdi in the Soudan rebellion. March 4, Lord Wolseley, who is suffering from an affection of the eyes, will probably return to Cairo,
