(Received March 5, 8 p.m.) Shaw, Saville and Albion Company's steamship Arawa, from Wellington, January 21, arrived at Plymouth last evening. Her cargo of meat is in good condition. (Received March 6, 1 p.m.) London, March 5. Count Herbert Bismarck, Acting Under-Secretary for Foreign Affairs in Germany, haa arrived in London, on a mission to bring about a friendly understanding between Germany and England on the Pacific question. The Times to-day states that the Government has decided to forthwith ask Parliament to authorise an increase of the standing army by fifty thousand men. (Received March 5, 8 p.m.) Bombay, March 4. The formal reception by the Viceroy of India of the Amoer of Afghanistan will take place at Hassan Abdool, in the Punjaub, where 20,000 troops have been camped for the occasion. The ceremony will be attended with much splendour and eclat.
