Tenders are called for the New Zealand Government loan of a million sterling, bearing interest at the rate of 4 per cent. The minimum is fixed at £97 10s. Arrived, at Plymouth, the steamship Ruapehu, from Lyttelton, Novembers. The appointment of the Marquis of Normanby to thn Grand Cross of the Order of the Buh is announced. An explosion of dynamite occurred last night on the Unrle-gronml Metropolitan Railway between King's Cross

and Gower-streefc stations. The explosion occurred while a train was passing the spot. The carriage windows were all broken and the tunnel slightly damaged. A few passengers were cut by the broken glass, but none were seriously injured. Forster, M.P., has addressed a letter to the Press in reference to the annexation question. He welcomes the German Colonisation scheme, but declares that it behoves British Ministers forthwith to consult the Colonies, with a view to hoisting the English flag wherever.foreign settlement is likely to endanger the safety of a Bristish Colony. Mr J. F. Garrick, Agent-General for Queensland, has protested strongly against the recent German annexation in New Guinea.

It is believed in well-informed circles here that Prince Bismarck will acquiesce to the establishment of a British protectorate over Saint Lucia, notwithstanding the claims which have been put forward by Ludaritz and Co., of Bremen, to land on which the British flag is hoisted.
