The Cologne Gazette announces that Dr, Nacktigal, the German Commissioner now on the West African coast, has formally annexed the town *and district of Little Popo, on the Guinea coast, near Dahomey. (Received September 5, 1.5 a.m.) St. Petersburg, September 3.
It is currently stated here that the journey of the Czar to Warsaw is undertaken in connection with the proposed meeting of Russian, Austrian, and German Emperors; and it is expected that their Majesties will meet in the neighbourhood of Warsaw.
