MR. GLADSTONE AT EDINBURGH. GERMANY AND HER COLONISING PROSPECTS. DEATH OF SIR RICHARD TORRES. THE CHOLERA IN SPAIN. ALARMING OUTBREAK OF CHOLERA IN NAPLES. (Received September 2, 10 p.m.) London, September 2, The Hon. Mr Gladstone delivered a second address in Edinburgh last night. In the course of his speech the Premier dealt with the foreign policy of Government exhaustively, and defended it against the attacks which it provoked. Mr Gladstone also referred to the efforts which are being made by the German Government to found settlements in various parts of the world, and wished Germany God speed in her colonising prospects. The death is announced of Sir Robert Richard Torres, aged 70.

Cholera has made its appearance at at Alicante, a town on the Mediterranean coast of Spain, and several deaths have already occurred from the disease.
Naples, September 2, An alarming outbreak of cholera has occurred in this city. The mortality has already been considerable. Every precaution has been taken to prevent the spread of the epidemic.

London, August 26. It is rumored that Germany intends to propose a congress of delegates from the Great Powers to confer on the question of the Congo boundary as affecting Egypt. Tawhiao will not return to New Zealand with the chiefs, who leave by the Orient steamer Potoai, but will remain for some time longer in London. The Austrian Government has decided to despatch a number of warships to the Pacific, Africa, and other places, with a view to extending colonial possessions and carrying out the proposed system of colonisation.
August 27. The Pall Mall Gazette, in an article on the recent contest between Beach and Han lan, expresses a doubt whether Hanlan was genuinely defeated. It is reported from'Canada that 600 boatmen are enlisting for an expedition which is being formed to navigate the Nile and relieve Gordon.
