ARRIVAL OF THE GOVERNOR OF VICTORIA. EARTHQUAKE IN TASMANIA. QUARANTINE FOR VESSELS FROM FRENCH PORTS. (Received July 15, 12.30 p.m.) Melbourne, July 15. Sir Henry Loch, Governor elecb, is expected to arrive here at 2 p.m. today. Vessels in the Victorian Navy will act as convoys from the Heads to Hobson's Bay, and will fire a salute on his Excellency landing. Telegrams from Tasmania report that a slight earthquake was experienced there last evening. The shock was also felt in this colon}'. Quarantine has been established here for vessels arriving from French ports, in cousequence of the outbreak of cholera at Marseilles and Toulon. Merino is scratched for the Melbourne Cup.

(Received July 16, 0.55 a.ui.) Sir H. B. Loch arrived to-day, and was accorded a hearty welcome. His Excellency took the oath of office shortly after his arrival.
