WESTLAND COUNTY COUNCIL.
The Council, met yesterday at 2 p.m.; present—The Chairman (P. Dungan, Esq.), Messrs Hirter, dimming, Seddon, Rose, M'Goldrick, M'Whirter, and Jack. Business in reference to this district is extracted from the West Coast Times:— CORRESPONDENCE. A telegram was read from the Hon. Mr Rolleston, Minister of Mines, re price of water on the Kumara goldfield.—Received. Letter from the Kumara Prospecting Association, asking that the subsidy of 5s in the £ be renewed.—Mr Seddon moved that the letter be received., and that the Prospecting Association be informed that the Council will continue their subsidy if the association will prospect on the east side of the Greenstone road.—Mr Cumming seconded the motion pro forma, and it was carried. Permission was given to Messrs M'Connon Bros, to construct a tramway across the road at Dili man's,' subject to the rules of the Engineer. A telegram was received from Mr O'Connor re Taipo bridge contract. A letter was read from Mr G. "Watson and twenty-six others, residing at Larrikins, respecting a track which hindered them from working their claims.—Letter received. Letter from the Mines Department, acknowledging the receipt of a list of tracks on the goldfields in this county.— Received. Mr M'Whirter presented a petition from residents of Dillman's Town, asking for a road to connect Mignonette Flat with Dillman's. Mr Seddon presented a petition from Pascoe and others to connect the Grey tramway with the new Beach road. Several reports were read and received. RATES ON CROWN LANDS. Mr Seddon moved—" That inasmuch as the County rates, exclusive of the rates paid by Government on Crown Lands, amounts only to £3OO per annum, £2OO of which only is realisable, and seeing that under the present arrangement with the collector it will cost £IOO to collect the £2OO, also that when the presentarrangements was made that the collector was also to be valuer and seeing the office of valuer had been abolished: it is therefore necessary that the present arrangements be deThat the County Chairm -n, Councillors Jack, Gumming, Hirio, aud the mover he appointed a commit(ee to report mm.l advw - on the mat'er." He thought the matter ought to be looked into. An amendment was moved by Mr M'Goldrick named in Mr Seddou's motion do meet and fix a salary for Mr Dale;" which Mr Jack seconded; but, after a good deal of discussion, the motion was carried on the casting vote of the Chairman. BRIDGE-END PILLARS. Mr Seddon moved—" That the two end pillars of the several bridges on the main road leading from Kumara to Ross be painted white, so as to be discernible on dark nights."—Mr Gumming thought the horses might be frightened at the white paint. Mr Rose agreed with Mr Cumming.—The motion was carried. CHINESE MINERS' EIGHTS. Mr Seddon moved—" That the County Solicitor draft for the Inspector of Chinese miners' rights, a copy of plaints to be vised in suing Chinamen who fail to take out miners' rights. Also that the Inspector of Miners' Rights be furnished with plans showing the freehold land sold in each district." Carried. MIGNONETTE FLAT. Mr Seddou moved—" That the County Engineer be authorised to expend a sum not to exceed £2O, in making a foot track to connect with Blake's sawmill tramway, and the new Mignonette Flat road at Wood's tramway."—Carried, CHRISTCHURCH ROAD. Mr Seddon moved—" That the County Chairman communicate at once to the Minister of Public Works the fact that unless the deviation of the Christchurch road at the Waimea Creek near Harris's accommodation house be at once made, that traffic along the Christchurch road will be entirely stopped—whenever there is the slightest rain—inasmuch as the Teremakau river overflows into the creek that discharges into the Waimea Creek; also, pending arrangements being made as to doing the work, that the County Engineer be instructed to have a survey made and plans and specifications prepared, so that no time may be lost in getting the work put in hand when the authority for so doing arrives."—Carried. GOLDSBOROUGH CEMETERY. Mr Seddon moved—" That a sum not exceeding £2O be expended in fencing the old cemetery at Goklsborough, and that the County Chairman and County Eugineer see that the work is done efficiently and to the satisfaction of the inhabitants of Goldsborough."— Carried. GREENSTONE TRACKS. Mr Seddon moved "That the County Engineer be authorised to have made by tho day labour men, two branch tracks from the Greenstone Road Deviation, to the old road ; one near M'Lean's Point and the other to junction with German Gully track; cost in each case not to exceed £lo."
