BOROUGH COUNCIL

The ordinary fortnightly meeting of the Borough Council was held in the Town Hall on Thursday evening" present—His Worship the Mayor (D. Hannan, Esq.), Councillors Nicholson, Anderson, Mulvihill, Burger, and Campbell. The minutes of ordinary meeting held on the 7th ult. were read and confirmed. The minutes of special meeting held on the 28th ult. were amended by the insertion of the words “ and call for tenders ” in a motion by Cr. Burger. The resolution, as amended nosv reads thus : —“ By leave Cr. Burger moved—- ‘ That the plans and specifications for tanks be referred to the Public Works Committee, with power to act, and call for tenders.’ ” The minutes as amended were then confirmed. The outward correspondence was read and approved of. The inward correspondence was rereived and considered. In the mutter of a letter from Mr S. M. Spiers asking the Council to construct a box-drain opposite his thop

across the footpath to Main-street drain, on the motion of Cr. Campbell, seconded by Cr. Anderson, the matter was referred to the Public Works Committee, to report at next meeting. PUBLIC WORKS. The Town Clerk then read the Public Works Report of L’V'ih February, as follows: Present Councillors llndkin (Chairman), Burger, and Horne. 1. Resolved—That tenders be called for an engine shed, according to specifications prepared. 2. Resolved That tenders be called for the construction of a tank in Main street. The Report was received. Cr. Burger moved and Cr. Nicholson seconded—“ That clause 1 of the Report be approved of.”—Carried. Cr. Campbell moved, and Cr. Burger seconded—“ That clause 2 of the Report be adopted.”—-Carried. The Town Clerk then brought up the Public Works Committee’s Report of Ist March ; Present Councillor Rudkin (Chairman,) the Mayor, Crs. Burger and Home. Resolved That Mr M'Callum’s tender for the construction of a hose reel for £24 be accepted, provided that he enter into satisfactory arrangements with the Chairman of this Committee and Cr. Burger; failing that, that the order be sent at once to Wanganui, for a reel at £22. On the motion of Cr. Burger, seconded by Cr. Mulvihill, the Report was approved of. The Report of the Public Works Committee held on the 4th March was also read, as follows : Present Councillor Rudkin (Chairman), the Mayor, and Cr. Burger. 1. Resolved—That the Committee recommend that the Council do not entertain the application of Mr Hurren to be allowed to fence in Camp street, the same being a public street. 2. Resolved—That the Committee recommend that two or three loads of gravel be put in front of the premises of Mrs M'Namara, Mrs Ryder, Messrs P. O’Connor, S. S. Pollock, Minto, and Mrs Wells, as they consider it is urgently needed. On the motion of Cr. Burger, seconded by the Mayor, clause 1 was adopted as read. With respect to clause 2, the Mayor moved that it be amended by adding the words—“ the work to be done as soon as the new gravel pit in Seddon street west is opened.” The motion was seconded by Cr. Burger, the words added, and the clause and Report adopted. FINANCE. The Town Clerk then read the Finance Committee’s Report, dated sth March, as follows : Present—Councillors Nicholson (Chairman), Rudkin, and Horne. It was resolved—(l.) That the sum of £lO3 17s 8d be recommended for payment. (4.) Amount of overdraft, £322 9s 4d ; amount received since last meeting, £lB 2s; amount paid since last meeting, £53 11s 2d. (5.) That the Committee recommend the Council to take immediate steps to recover the large amount of rates due since September last, viz., £179 12s 6d, seeing that the Council is at present paying bank interest for this money; and also that all burgesses having rates unpaid after the end of this month will be in the Defaulters’ List. On the motion of Cr. Campbell, seconded by the Mayor, the report was received and the several clauses and accounts considered seriatim. The accounts as they appear were passed, and the total amount, £lO3 17s 8d voted for payment. In reference to the last clause of the Fnance Committee’s Report it was resolved that the ratepayers be notified that all rates unpaid after this month will be sued for without further notice. drain crossing Seddon street, and the question of providing dog collars, were referred to the Public Works Committee, with power to act. It was resolved that the attention of the Inspector of Nuisances be called to a nuisance existing in Main street. IIOSTITAI.S AND CHARI taiu.t; institutions. The consideration of a lerrcr from the Town Ciork of Caversham (hold over from special meeting) requesting the Council to mge upon the Government the necessity of granting endowments of land for the support of hospitals and other charitable institutions, was, on the motion of Or. Burger, seconded by Or. Anderson, referred to the Finance Committee, to report to next meeting. PRINTING. On the motion of the Mayor, seconded by Cf. Campbell a Printing Committee was appointed. PEDLARS AND HAWKERS. Cr. Burger, in accordance with previous notice of motion, now moved—- “ That clause 2 of Bye-law No. 6 be strictly enforced, viz., ‘ If any person trades as or carries on business within the Borough of Kumarn as a pedlar or hawker without having first obtained a license, he shall forfeit and pay, on conviction for every such offence, any sum not exeeding five pounds.’” It was nothing but justice to the people of Kumara that this clause should be put in force. Business people went to considerable expense in putting up houses, repairing the streets and footpaths, and paying rates for the works in the borough ; yet hawkers and pedlars were allowed to dispose of goods right in front of their doors in the town where similar goods could be obtained. He did not object to people hawking, so long as they paid the necessary licensing fees for so doing. He stated that to such an extent was this system of hawking carded on in Kumara that a gentleman actually with a reverend to his name was dealing in produce in opposition to business people who had been established here for years. It was time, therefore, that the business people took some steps to protect themselves. The motion was seconded by Cr. Anderson, supported by several other councillors, and carried. TOWN HALL. On the motion of Cr. Burger, seconded by Cr. Nicholson, a Town Hall Committee was appointed, three to form a quorum. TENDERS. Tenders for the construction of engine shed were opened and that of Mr C. F. Holmes for .£7B 10s, being the lowest, accepted. Tenders for the construction of tracks and reservoir were held over till Saturday afternoon. The Council then adjourned till 2.30 p.m. on Saturday.
