BOROUGH COUNCIL.

A special meeting of the Borough Council, called to receive the Report of the Joint Committee of Public Works and Fire Brigade relative to a site for fire engine shod, and other ordinary business, was held in the Town Hall on Thursday evening; present—the Mayor (D. Hannan, Esq.), Councillors Ziegler, Burger, Rudkin, Mulvihill, and Campbell. The Town Clerk read the Report of the Joint Committee Public Works and Fire Brigade, as follows : Fire Brigade Engine Shed. The Joint Committee appointed to consider the best site for an engine shed met on the 18th February; present Cr. Rudkin (Chairman), the Mayor, Crs. Davies, Burger, and Horne (members of the Public Works Committee); and Capt. Dove, Crams, and Ziegler (deputation from the Volunteer Fire Brigade). Letters were read from Messrs Spindeler, Wade, and Dracatos, each offering sites for the proposed engine shed. Capt. Dove moved, and Cr. Burger seconded—“ That this Joint Committee recommend the Council to erect the engine house immediately in front of the fire-bell, in the centre of First street, and about fourteen feet back from Seddon street.’! —Motion carried unanimously. On the motion of Cr. Rudkin, seconded by Cr. Burger, the Report was received, considered, and adopted. Cr. Burger said he thought it was the best site that the Council could select. Cr. Rudkin said the Fire Brigade were unanimously of opinion it was the best site, and he would encourage them in every way. The motion was then carried, and it was resolved that steps be taken to rescind the resolution passed on 24th January, adopting clause 3 of Public Works Committee’s Report, authorising the preparation of specifications for repairs necessary to the Town Hall, and erecting an engine-house at the back of the hall. The Town Clerk then read the Public Works Committee’s Report. Public Works Report. Present—Cr. Rudkin (chairman), the Mayor, Crs. Horne, Davies, and Burger. 1. Resolved—That the letters of Messrs Wade and Dracatos be received. 2. Resolved—That the Committee cannot recommend that the offers of Messrs Spindeler, Wade, and Dracatos be entertained, as they have already reccommended a site for the engine house. 3. Resolved—That the consideration of Sergeant Emerson’s letter of June 26th, 1879, be deferred until Cr. Burger’s notice of motion on the subject is dealt with. 4. Resolved—That the Committee recommend the day labor man to take tally of the sticks delivered by Mr Murtha, and, if found correct, the amount be recommended for payment. 5. Also, That the hole near the Catholic School be filled up, level with the drain already cut. 6. Also, That the Creek near the Presbyterian Manse, referred to in Mr Drummond’s letter, being outside the Road Reserve, and also being registered as a water right, it is beyond the conti’ol of the Council altogether to interfere with the matter. 7. Also, That the Council be recoiu-

mended to form a water table in front of Mr Ziegler’s premises, the same as on the opposite side and a few loads of gravel be put on the footpath to lead the water into the drain already cut. 8. Also, That the day labor man be employed to open a pit on the north side of Seddon street west, and that the ruts be filled in with gravel from that pit, 9* Also, That the Committee after having inspected the condition of the several streets and footpaths, strongly urge the Council, unless in cases of very urgent necessity, to discontinue all other works except those already ordered for a space of six months, with the exception of the engine shed and tanks. Geo. Robx. Rudkin, Chairman. _ The report was received and considered and clauses 1 to 8 adopted as read. Re clause 9, it was moved by the Mayor and seconded by Or. Rudkin “ That clause 9 of the Report be adopted, and that the words be added —‘with the exception of the engineshed and tanks.’ ” After a little discussion these words were added, and the clause as amended was adopted. The ordinary business of the Council was then brought forward. Cr. Crmpbell objected to this being done. He did not think it was competent for the Council to bring forward ordinary business at a special meeting, without the suspension 'of the Standing Orders. Crs. Campbell and Mulvihill then retired. Cr. Rudkin also essayed to do so, but, seeing there would be no quorum without him, returned to his seat. Cr. Burger asked leave to move that the ordinary business of the Council be proceeded with j which, being granted, be also moved that the Standing Orders be suspended for this meeting.—Motion carried. The outward correspondence was read and approved of, and the inward received and considered. A letter from Mr Drummond applying for two loads of gravel for footpath was referred to Public Works Committee, with power to act. The following letter was read from the Town Clerk of Caversham : To his Worship the Mayor and Councillors of Kumara. Gentlemen—l am directed to brin® under the notice of your Council the de° stability of requesting the member of the House of Representatives for your district to urge upon the Government the necessity that now exists to make substantial endowments from the waste lands of the Crown to support the Hospitals and other charitable institutions throughout the colony.—l have, &c., Martin Pearce, Town Clerk. Council Chambers, Caversham, February 20, 1884. The consideration of the letter was ordered to stand over till next meeting. A letter was received from A. L. Bristow, Esq., Manager National Bank, Greymouth, stating, in reply to a communication from the Town Clerk, that he was not aware of the agent of the Bank of Goldsborough having purchased any gold from within the Borough of Kumara, or he would most certainly have mentioned the amount in his usual declaration. He certainly bought a few ounces from the Long Tunnel Company, but he was not awaie that this company’s property was within the bounds of the Kumara borough. It was resolved that the letter stand over till the next meeting of the Council. The Rev. J. Holland wrote hoping that as the road leading down to the Church of England Parsonage was now finished, with the exception of a box to connvey the water through a small drain and a few loads of gravel, the Council would attend to same. The letter was referred to the Public Works Committee, with power to act. Letters from Messrs P. O’Connor, Joseph Hurren, Jones and Menteatb* and S. S. Pollock, and the Mesdames M‘Namara and Ryder, some of which were referred to the Public Works Committee, were held over for consideration till next meeting. The request of Mr H. Hope that the Council would favour the Dramatic Club with its patronage at the entertainment to be given on the 17th March for the benefit of the wardrobe of the club, was granted. Some letters having reference to the construction of a hose reel were referred to the Public Works Committee, with power to act. By leave, Or. Burger moved—“ That the Public Works Committee be empowered to amend specifications aud call for tenders for the erection of engine shed ; tenders to be in by Thursday next.” r .The motion was seconded bv Cr.
