(Received April 6, 4 p.m.) London, April 4. The Oriental Bank Corporation has declared a dividend of 2 per cent, for the past half-year. Arrived, at Plymouth to-day, the P. and O. Company’s steamship Indus, from Melbourne February 15. (Received April 6, 4.15 p.m.) April 5, evening. A man was arrested at an hotel in the Strand to-day with a quantity of dynamite in his possession. Two other men, believed to be accomplices of his, have been arrested at Lambeth. The factory which is proved to have been used for the manufacture of dynamite has been seized by the police at Birmingbam, and is now occupied by a strong force of constables. Several arrests have been made of persons believed to be connected with the manufactory. (Received April 7, 1.5 a.m.) April 6.
In the House of Commons last night, the Right Hon. C. E. Childers, Chancellor of the Exchequer, delivered his Budget speech. He stated that the revenue for the past financial year was £89,000,000, and the expenditure £88,875,000. The revenue for the ensuing year, 1883-84, was estimated at £88,500,000, and the expenditure at £85,037,500, leaving a surplus of £3,462,000. It was proposed to devote £170,000, of this surplus to a reduction of the charge on telegrams from Is to 6d ; a further portion would be absorbed by the proposed abolition of passenger duty paid by the railway companies upon the penny-a-mile fares, and to reduce the duty upon fares above one penny a mile to 2 per cent. A proposed reduction of in the income tax is also announced, leaving a balance of £240,000. An American named Dalton was arrested last evening in connection with the dynamite conspiracy now being investigated by the police.
Another man has been arrested chai’ged with being concerned in the explosion of dynamite by which the Local Government Board Offices were wrecked on the 16th ult.
In the House of Commons yesterday, Sir Wm. Vernon-Harcourt, in the course of his speech, referred to the recent dynamite explosions and to the conspiracies which had been discovered, and stated that the gravity of the outbreak would render legislation upon the subject necessary. A serious explosion caused by the accidental discharge of a quantity of dynamite which was being used for blasting purposes, occurred to-day, and caused the death of 40 men who were working near the scene of the explosion.
(Received April 6, 4 p,m.) Cairo, April 4. Earl Dufferin, replying to a petition presented to him by a number of Europeans praying for the permanent occupation by British troops, has intimated that the British force now in the country will not be withdrawn for the present.
(Received April 6, 4 p.m.) Berlin, April 4. Thirty men residing in SchleswigHolstein have been sentenced to banishment for refusing to serve in the German army. The National Theatre in this city was totally destroyed by fire to-day. The building was fortunately empty at the time, and no deaths are reported. A number of Socialists have been arrested at Ciel, a town in the province of Schleswig-Holstein. (Received April 6, 4.15 p.m.) St. Petersburg, April 5. Intelligence is to band from Moscow announcing the discovery of a mine in that city which is believed to be the work of Nihilists. (Received April 7,2 p.m.) April 6. Further intelligence to hand from Moscow denies the truth of the statement current yesterday that a mine had been discovered in that city.
