By Electric Telegraph—Copyright. BRITISH AND FOREIGN. GLADSTONE INTERVIEWING FRENCH MINISTERS. ARAB ASSASSINATORS CAPTURED AND HANGED. (Received March 2, 1.25 a.m.) Paris, March 1. During his stay in this city, the Hon. W. E. Gladstone has had several interviews with the French Ministers, and has endeavored to terraiuate the tension which for some time past has been felt in this country regarding the state of affairs iu Egypt. It is understood that Mr Gladstone has given reassurances regarding the policy of the British Government in regard to that country, and it is expected that the negotiations will have the desired result. Cairo, March 1. A paity of remanded Arabs who assassinated Professor Palmer and Messrs Gill and Charrington in October last, have been captured and hanged. (Received March 2, 1.30 p.m.) London, March 1. The Bank of England has to-day reduced the rate of discount to three per cent. The Homeward mails via Briudisi, which left Melbourne on January 18, were delivered yesterday.

Parliament was formally opened today by his Excellency the Governor, who, in his speech on the occasion, stated that it was imperative that the House should proceed at once to a discusriion of the Estimates, to provide nu'an; anying on the public works which -Already been sanctioned. The spetL,.. u nen congratulated Ministers upon the favourable condition of the Colonial 6nances, which showed a steady increase of revenue. It was announced that the present session would be short, and that the session would commence after Easter,
when bills would be introduced to amend the land laws, for railway construction, and for amendments of the Water Conservation Acts, and that every effort would be made to press forward these measures. (Received March 2, 1.25 a.m.) In the Legislative Assembly this evening, the debate upon the Address in Reply to the Speech from the Throne was commenced. Jas. Service moved as an amendment his proposed vote of want of confidence, and that the Ministry did not possess the confidence of the House. The motion was seconded by Graham Berry. The Hon. Thos. Bent, Commissioner of Railways, thereupon moved the adjournment of the House until Tuesday next, 6th inst.; and, after some further remarks, the motion was agreed to, and the House then adjourned. (Received March 2, 1.30 p.m.) March 2. It is understood that Berry and Service have agreed that each should select three colleagues in the new Ministry. The proposed final Anglo-Australian cricket match has now been definitely abandoned. In the trial of Burns for the Wickliffe murder, the jury have been unable to agree, and have been discharged. Emily Melville, the well-known actress, has recovered £9OO from Williamson and Garner, for breach of contract. The Postmaster-General proposes that the colonies should hold a conference on the question of forming a general postal union. An accident occurred ac the Flindersstreet railway station at one o'clock this morning. A goods train ran into and smashed an untenanted passenger car. Three men engaged in cleaning the latter were slightly injured. (Received March 1, 10 p.m.) Sydney, March 1. The Union Company's steamship Austral was successfully floated to-day, aud has been beached for the removal of the copper dam in order to lighten the vessel. Sailed, the Union Company's steamship Arawata, for Auckland, this afternoon.
