(Received March 1, 1.25 a.m.) Paris, February 27. A man named Byrne has been arrested here, the British Government having demanded his extradition. He is charged with complicity in the re-cently-disclosed Irish conspiracies. The Hon. W. Gladstone arrived here to-day fioni Cannes. He will have interviews with several leading French statesmen during his stay, and a banquet vvill be given in his honor at the British Embassy. London, February 27. The Hon. W. H. P. Carrington, Liberal M.P. for High Wycombe, has resigned his seat in the House of Commons. Rome, February 27. Petards have been thrown by supposed Socialists at three different points in the city. No damage was, however, done, and several arrests have been made by the police. [special to press association.] London, February 21. The Cammel Company at Sheffield have entered into a contract for 70,000 tons of steel rails for Sydney at £5 per ton, if shipped at Maryport, or £5 Ss at London. The Financial Reform Association of England has urged on Mr Childers, the Chancellor of the Exchequer, the propriety of abolishing all food taxes af-
fecting Indian and colonial industries. Mr Childers promises to consider the suggestion. (Received February 27, 11.25 a.m.) February 22. The feeling of hostility to Europeans appears to be increasing in Egypt. The Government of Madagascar has extended increased privileges to English residents and traders. The Affirmation Bill now before the House of Commons is a measure of general application, extending to all members of Parliament. Mr Gladstone will return to London on March Ist. The foreign policy of the new French Ministry under M. Ferry will be peaceful, but not inactive. February 23. The Waterloo Cup was won by Mr Alexander's Wild Mint, beating Mr Deighton's Snowflight.— [ Snowflight won the Cap last year, and was the favourite when the mail left."] February 25. The American Fenians have threatened to destroy London and Liverpool by fire. Mr W. S. Crawford, the well-known sportsman and racehorse owner is dead. He owned, the property known as Bedford Lodge. THE PHCENIX PARK MURDERS, AND THE IRISH LAND LEAGUE. [special to press association.] London, February 23. Speaking in the House of Commons, Mr Forster brought a most crushing indictment against the Irish Land League. He distinctly accused. Mr Parnell of either conniving at the outrages and. murders which have been committed, or of calmly ignoring facts, and willingly profiting by the acts of the labor terrorists. He also charged the League with accepting money from the Americans, declared enemies of England. He had, however, now some hopes for the future of Ireland, since the wickedness and cruelty of Mr Parnell's agitation had been unveiled. Mr Forster denied that the Cabinet had agreed to the Crime Bill before he retired from it. The House was deeply moved by Mr Forster's speech. There were loud cries for Mr Parnell, but he took no notice of them, and remained silent. His followers, however, accused Mr Forster of lying, and Mr James O'Kelly, member for County Roscommon, became so violent that the Speaker suspended him for a week. Lord Hartington, in a temperate speech, said that the Irish Land Leaguers were bound to reply to the accusations which had been made, and to afford to the country the necessary materials for judging of their innocence. It is understood that in response to Lord Hartington's challenge Mr Parnell will to-day address the House. Sir Stafford Northcote has given notice of motion condemning the Kilmainham treaty. February 24. In the House of Commons Mr Parnell, replying to Lord Hartington, said that personally he had nothing to excuse or defend. He did not express any regret at the outrages which had been committed, and the House appeared quite disgusted with his conduct. + LATEST AUSTRALIAN NEWS. VICTORIAN POLITICS. (Received February 28, 2.20 p.m.) Melbourne, February 28. Arrived, last evening, the Union Company's steamship Tarawera, from the Bluff. Mr Service has assumed the leadership of the Constitutional party in the Assembly. Messrs Schackell and Eo?s, whose elections for Rodney apd Melbourne North were expected to be declared void on the ground that they held Government appointments, have taken their seats and been duly sworn. (Received March 1, 1.25 a.m.) It has transpired that at a caucus of Constitutionalists held to-day the proposed coalition with the Liberal party was definitely agreed to, and a hope was expressed that Government would at once resign ; but, if otherwise, it was decided that a direct vote of want of confidence should be proposeed in the House at an early date.

The Argus to-day comments strongly on the unreadiness of the Victorians to play in a final match between a combined Australian and the English eleven. The following is the latest betting on the Australian Cup :—Navigator, 3 to 2; Walleroo, First Water, and Guesswork, 10 to 1.
