It is announced that Lord Edmund Fitzmaurice, M.P. for Colne, has been appointed Parliamentary Under-Secre-tary for Foreign Affairs, vice Sir Charles Dilke, appointed President of the Local Government Board. Obituary,—The Earl of Werayss (F. W. C. Douglas), aged 86. Paris, January 1. Gambetta died of erysipelas and pysemia. His age was 44, not 54 (as stated in a previous message). His remains will be publicly buried at the expense of the State. (Received January 3, 1 p.m.) Berlin, January 1. The German Press, commenting upon the effect that the death of M. Gambetta will have upon European politics generally, expresses the opinion that the event may be considered as a guarantee that the policy of France will tend towards the preservation of peace. The floods in the Valley of the Rhine have risen-rapidly. Five villages have been completely destroyed, and thousands of peasantry are completely destitute. Washington, January 1. The Hawaiian Envoy and Minister to the United States died suddenly at Whitehonse, while attending the New Year’s Day reception held by President Arthur.
