BOROUGH COUNCIL.
The following is a continuation of the report of the proceedings of the Council «»n Thursday evening; piesent—His Worship the Mayor (in the chair), Councillors Barnett, Anderson, Pollock, Campbell, Burger, Rudkin, and Dove. NUISANCES. The Town Clerk brought up the following report; Report of the Town Clerk re Inspector of Nuisances. I beg to call the attention of the Council to the fact of the Inspector of Nuisances not having been formally appointed, and that this may lead to some trouble. Both the Act of 187 G, section 232, and the amended Act of 1880, section 14, render it necessary that the Inspector should be appointed by warrant. James Wyi.de, May 10, 1882. Town Clerk. Gentlemen —By instructions received from the Town Clerk, Mr Wykle, I inspected Mr Pfaff s premises. I find the nuisance that exists is their own makiim, and could be easily done away with. The house stands east and west; on the south side there is no spouting, so the ramwater coining off the house drops to the east end, which is the lowest part of the section and where the water is collected. By cutting a drain at the back of the house, width of section there is a creek five or six feet deep which would do the whole drainage. I consider Mr Pfaffs section is the easiest to drain in the borough. I remain, truly, George Stewart, Inspector of Nuisances.
Gentlemen —I have collected all the dogs in the borough that I know of, except two—one belonging to a man in the street, a wood cutter, in poor circumstances, named Fleming. The other is George Bidge’s, in Seddon street, a miner, who has sickness in family. If the Council wishes me to summon them, I will do it as a matter of duty. The number of dogs registered is 46. George Stewart, Collector of Dog Tax. On the motion of the Mayor, seconded Or. Anderson, it was resolved that no action be taken re Mr Pfafi’s drainage for the present. In reference to the second part of report, the Mayor moved and Cr. Anderson seconded—That no action be taken for the present in ref rence to the owneis of dogs referred to.” Cr. Pollock did not see why there should be any exception made in such cases. If people could not afford to pay the dog tax, why do they keep dogs 1 Either let them pay the tax or have the dogs destroyed. Cr. Burger was of the same opinion, and would move an amendment, “ That four weeks notice be given to the persons in question to register their dogs, or they be proceeded against,” Cr. Dove seconded the amendment. The amendment was then put to a division, which resulted as follows : Ayes, 3 j Crs. Pollock, Barger, Dove. Noes, 4 : The Mayor, Crs. Anderson, Campbell, Rudkin. The original motion Was then put and carried. A claim of 30s, by the Inspector of Nuisances, for three days’ attendance at Court, was handed in ; and, on the motion of Cr. Dove, seconded by Cr. Rudkin, referred to the Finance Committee to report upon. FINANCE. A repoit from the Finance Committee was read, received, end consdered, and accounts amounting to £36 Is 4d weie passed for payment. An extension ot Mine for recommending Cemetery Ti us tees was granted for oim month. The Finance Commit tee recommended that applications lie invited from pers 'iia willing to act as Sexton for the Cemetery. The Mayor moved and Cr. Dove seconded—“ That a sub-committee, consisting of Crs, Campbell, Burge', and the Mayor, be appointed to draw up rules for the Sexton, and to consider applicatioi s.—Carried. Clause 5 «»f the report, recommending that the Borough Surveyor lay off the graves and walks in the Cemetery, was, on the motion of the Mayor, seconded by Cr. Campbell, adopted. PUBLIC WORKS. A report from the Public Works Committee, dated April 27th, was read, received and considered. The members present : Cr. Burger (in the chair), Crs. Anderson, Rudkin, Dove, and Pollock. 1. The following tenders for filling in two gravel pits in Third street were opened P. O’Connor, £lO ;R. Gibson, with stone £ls, with timber and stone £lO ; L. Spyer, with stone and gravel £G. The tender of L. Spyer was accepted, on condition of bis agreeing to complete the work within three weeks. 2. The committee recommended that L. Stiver he asked to place four loads of gravel at Ziegler-’s. 3. The committee examined the path in front of Mr Peavn's brewery in First street, and recommended—4. That no day labour man lie employed until further instructions to the Engineer. 5. The committee advise that the Engineer be requested to bring up a report to the next meeting of the Council as to the works required in the borough. H. Burger, April 17, 1882. Chairman, Tim el.. uses were severally considered by the Council, and all adopted. auditors’ salaries. Cr. Pollock, by previous notice, moved— *’ lhat the Auditors’ salaries i>e fixed at £lO KB each per annum.” Cr. Burger seconded the motion. Tim Mayor moved—“ That the salaries of i In- A uditois l>e fixed at six guineas each per annum.” Ibis was seconded by Cr. Anderson, and earned. fire. Leave was granted to Cr. Dove to alter (he in -lion standing in bis name so as to read—“ That in tli • opinion of this Council it is desirable that steps should be taken to procure a fire engine and hose, and to make wells for the -torage of water to supply the engine ; and that the above he referred to the Committee to report to next meeting.” The motion was seconded by Cr. Rudkin, and carried, PROPOSED RESIGNATION OF COUNCILLORS. Cr. Pollock .. ow' moved —“ That owing to the difficuby in obtaining a quorum and the coneequent delay in ihemcessary business of the borough, it is desirable that the whole of the Council resign, so as to give- the, bm-ges.-es an opportunity of selecting re presenrafives who will attend to their inti-ivsta.”
The Mayor stated that there being no seconder, the motion must lapse, , Ur * Pollock moved—“ That leave oe granted to withhold the motion of which he had given notice for three months.” Leave being refused by the fact of there being no seconder, Or. Pollock then asked leaxe to withdraw his motion ; which was granted. footpaths IN TUI street. The Borough Surveyor laid upon the ta do specifications for footpaths in Tui street. The specifications were approved of by the Council. fire engine. Or, Dove moved—“ That a commit* tee consisting of the whole of the Councillors be appointed to report re procuring a fire engine.” The motion was seconded by Cr« Burger, and carried, EXTENSION OF* THIRD STREET. The Mayor said he would now, by leave of the Council, ask that it lie an instruction— ‘‘That the Public Works Committee examine that portion of Third street extending from Seddon st.eefc past the Church of England, with a view to having a road or footpath constructed. To report thereon to the next oidinary meeting of the Council.” The motion was seconded by Or, Rudkin, and carried. The Council then adjourned.
