BRITISH AND FOREIGN. London, April 12. At a banquet given last evening at Liverpool to the members of Parliament for the town, the Marquis of Salisbury, who was present, made a speech upon the political situation. Referring to Ireland, Lord Salisbury advocated the adoption of a scheme to enable the Irish tenant farmers to purchase their holdings. The American subject who was imprisoned at Naas, County Clare, Ireland, as a “ subject,” was released yesterday. Hong Kong, April 13. Inquiries have been made in reference to the reported loss of the U.S. warship Richmond, but no reliable information is yet to hand. The report is distrusted here.
