BRITISH AND FOREIGN. London, April 10. The Volunteer review was held today at Portsmouth, in the presence of His Royal Highness the Prince of Wales and the Duke of Cambridge. It is announced that Prince Gortschakoff has been relieved of his official duties as Minister of Foreign Affairs. His Highness, who has filled the position for a period of 26 years, will, however, retain the dignity of Chancellor of the Empire. It is further announced that M. Giers, who resigned his seat in the Council of Ministers shortly after the issue of the Imperial manifesto in May last year, will succeed Prince Gortschakoff. New York, April 8. A disastrous cyclone passed over the States of Kansas and Michigan. Many jiersons were killed and seriously injured, and a largo amount of property has been destroyed.
