BRITISH AND FOREIGN. London, March 30. Prince Leopold is at present indisposed, and it is expected that his marriage will in consequence have to be postponed. The debate on the cloture proposals of Government is now proceeding in the House of Commons. During this afternoon’s sitting, an amendment introduced by Mr Marriott, Liberal member for Brighton, condemning the proposal that cloture should be votable by a simple majority of the House was negatived on a division by 313 to 279. News is to hand from Ireland that Mr Herbert, a magistrate at Derry, has been murdered. New York, March 30. Telegrams are to hand from Memphis (Tennesee), reporting that a steamer had been totally destroyed by fire at a wharf at that town, and that 35 persons had been burned to death, mostly women and children.
