BRITISH AND FOREIGN. Loxdon, February 20. An official Blueliook has been issued contain" the consular reports to the British Foreign Oflice, which fully confirm past intelligence as to the serious
nature of the outrages which have been committed upon the Jews in Russia. The documents, morevf r, show that the Russian officials have displayed the utmost apathy in dealing with the attacks on that persecuted race. Earl Granville, Foreign Secretary, and leader of the Government in the House of Lords, has declined to share in the formation of the Select Committee which that Chamber recently decided should be appointed to inquire into the working of the Irish Land Act. It has further transpired that Mr Gladstone will, on Monday next, move in the House of Commons that the proposed inquiry by Select Committee of the House of Lords is untimely, and will defeat the operation of the Act, and prove injurious to good government in Ireland. Mr Gladstone's proposed motion is likely to meet with strong opposition from the several members of that party having already protested against the motion. There is a consensus of the English and Foreign public opinion that the Czar will disclaim the speech of General Skobeloff to the Servian students at Paris, and will reprimand the General for his action. St. Petersburg, February 20. A strong detachment of Cossacks, forming part of the Russian army in Central Asia, has been ordered to occupy Merv. —«.
