BRITISH AND FOREIGN. London, February 16. The Right Hon. W. E. Gladstone will on Monday next introduce in the House of Commons, the motion of which he gave notice last week for the adoption of new inles to govern the proceeding of Parliament, including the cloture. New York, February 15. Sir Henry Parkes, Premier of New South Wales, addressed the Chamber of Commerce of this city at its meeting to-day, and made a speech in which he dwelt at length upon the commercial interests of Australasia and the United States. In glowing terms he depicted the resources of Australia, and predicted that in a few years the Australasian Colonies would be a vast Empire, and one possessing great power. Constantinople, February 15. Further news to hand regarding the attack on Commander Selhy, of H. M.S. Falcon, states that Commander Greenfield, of H.M.S. Cockatrice, who was out shooting with the same party, came to the assistance of Commander Selby, was severely beaten by the Turks. It is now known that the outrage was the result of misunderstanding. February 16. Intelligence has been received of the arrest of the assailants of Commanders Selby and Green held, at Artika Bay, by Turkish authorities.
