LATEST ENGLISH NEWS. London, February 8. In the House of Commons last night, Gladstone gave notice of motion to amend the procedure of Parliament, so as to provide that the cloture shall be votable by the bare majority of the House, provided 200 member's support, or less than 40 oppose, the motion for its being pronounced. A motion by Mr Gray for an inquiry into the circumstances causing the arrest and imprisonment of Irish members was discussed in the House of Commons last night, and was rejected. The House of Lords has adopted the Address in reply to the Qaeen's speech. A motion for a similar address has been under discussion in the House of Commons, but the debate stauds adjourned. —— ♦__ — LATEST AUSTRALIAN NEWS. Sydney, February 9. The trial of Messrs Baker and Waddel, for conspiracy to defraud the shareholders of the Mil burn Creek Copper Mining Company commences next week. Melbourne, February 8. The Victorian Racing Club has decided that all Mr De Mestre's horses that were entered for the the Sires Produce Stakes, at the Autumn Meeting to be held next month, were wrongly nominated, and they have accordingly been disqualified for that race.
