4, "Wednesday, February 8. The Council met at half-past two p.m. Present—The Chairman, Messrs Dale, Jack, Rose, M'Goldrick and Grimraond. The following business relating to this district is reported by the West Coast Times. CORRESPONDENCE. Letter from the Rev. H. Holland, applying on behalf of the Kumara Benevolent Society for the usual subsidy of £"2s.—Received. Letter from the Secretary of Kumara Literary Institute applying for a subsidy.—Received. Letter from the Secretary of the Stafford Literary Society, applying for a subsidy.—Heceived. Letter from Mr John Whelan, applying for an extension of time to complete his contract No. 6, Dillman's-Chmt-church road. Referred to the overseer to report. Letter fiom Mr R. J. Seddon, to the effect that he had incurred certain expenses with respect to repressive measures taken to prevent the spread of diphtheria at Kumara.—Received—The Chairman said he had been waiting a month for Mr Seddon's report. It was most discourteous of Mr Seddou to have delayed so long. CHINESE AND MINERS' RIGHTS. The Chairman moved, " That the bailiffs be instructed to undertake the duties of inspectors of Chinese miners' rights as issued in each of their respective districts. That before assuming the functions of such duties, that the Wardens in districts of Waimea, Stafford, Kumara, Kanieri, and Totara, be requested to appoint the rate collectors as revenue officers of the County, under the provisions of the Mines Act, 1877." Carried.
