BRITISH AND FOREIGN. London, November 15. It is announced that W. J. Sendall, one of the assistant secretaries of the Local GroVerument Board, is appointed Lieutenant-Governor of Natal. Sir Evelyn Wood, present Governor of the Cape, will return to England at the end of December. Berlin, November 15. Prince Bismarck had an interview \ esterday with His Majesty the Emperor. It has since transpired that perfect harmony prevails between the Emperor and the Chancellor with regard to the home policy of the German Empire, and it is now definitely understood that Prince Bismarck will not resign. Washington, November 16. The Hon. L. S. Sackville West, new British Minister to the United States, presented-himself to-day to the President at the -White House. General Arthur, in receiving Mr West, stated he would do his utmost to increase the present harmony and good-will which exists between England and America.
