BRITISH AND FOREIGN. Londox, November 1. A troopship has been chartered to convey to England and India a moiety of British troops now stationed in Natal. November 2. Mr T. Seaton, M.P. for Sligo, who has been in Kilmainham gaol since the 14th, for seditious conduct, has now been released, owing to ill-health. News is to hand from Ireland that riots of a serious nature occurred to-day at Balmtillet, a small seaport town in Blackso'l Buy, County Mayo, in consequence of the action of the authorities in collecting the poor rates. A stron" body of police escorting the tux collet tors were attacked by a mob of people. The police fired upon them, and several of the rioters were killed and wounded ; of the latter, moreover, several are reported to be dyiDg. The Irish Land Sub-Commission gave its first decision today on one of the questions brought before it for settlement, namely, an application by. a tenant, under the fair rent provisions of the Land Act. "The decision of the Commision was in favor of the tenant's application, and fixed a reduced rent for his holding. The Irish Land Commission is overladen with business, fresh cases for the decision of the Commissioners are being daily brought forward by both landlords and tenants. ♦ ■ : LATEST AUSTRALIAN NEWS. Sydney, November 4. News is to hand from the Islands reporting that the trading schooner Atlantic, while visiting the Solomon Group, was attacked hy the natives in the most determined manner. A desperate straggle took place between the crew of the vessel and the islanders, during which several of the Kanakas comprising the crew were killed, but the natives were finally beaten off.
