BRITISH AND FOREIGN. London, October 4. Sir Stafford Northcote, who was Chancellor of the Exchequer' in the Beaconsfield administration, addressed a large meeting at Beverly, in Yorkshire, to-night. In the course of his speech, he referred at some length to the existing agitation on the .question of amendment ol English land law, and spoke in favor of measures hei ng adopted to re-adjust present burdens on land. He further advocated the adoption of the principle of compensation to tenants for improvements they may make to their holdings. Capetown, October 4. Telegrams to hand to-day from Pretoria announce that the Select Committee appointed to decide upon the ratification or rejection of the AngloBoer Convention has made its report to the Yolksraad, at a secret sitting, which is now being held. The decision of the Committee has, therefore, not yet transpired.
