THE CUSTOMS TARIFF AND EXCISE DUTIES BILL.

The Customs Tariff and Excise Bill introduced by Major Atkinson last Friday night, substitutes new duties as follows, in place of the import duties now in force : —Bacon and hams, 2d per lb ; iion nails, 2s per cwt; iron tanka of under 200 gallons, 2s 6d each ; jams, jellies, marmalades, and preserves, 1-Jd per lb ; maize, 9d per 100 lbs ; maizena, and corn-flour, IsperlOOlbg; scented and fancy soap, 35 per cent, ad valorem j wool packs (known as wool pockets, not exceeding 18in. by 2lin. by 30) Is 3d per dozen. The following articles are to be exempt from Customs duties :—Alum, axes and hatchets, borax, calicoes (white and grey in piece), carriage material, namely, American cloth, shafts, spokes, felloes, naves, and tacks; chaff, cneese, cloth, chloride, cotton shirtings in piece, corduroy (cotton) in piece, cotton, dress print, navy blue or other similar description piece, gold size, hessian bags, iron wire netting, moleskin in piece, nitric acid, rough brown holland in piece, sewing cottons, silks and threads, spades, shovels, and forks, tailors’ trim-

inings, namely, black mnJ brown canvas', siieaias-, vrmnia, Italian cloth, metal and bone UUtnns, silk and c6lton bindings. An excise ditty of Is per lb, on bacco, grown and manufactured in the colony, is imposed. _ The excise duty bn New Zealand distilled spirits is to be 13s per gallon at proof, this, linless altered by Parliament; to remain in Force till 3lst December, 1886 ; it excise duties increased before that date, no claim for compensation to be entertained. Bonded warehouses for the manufacture bf perfumery, &c., may be aje pointed Under Conditions as to security - , &c., to be precribed by the Commissioner of Customs ; also power is taken to allow drawback on articles specified by order in Council; blit no drawback to be allowed On spirits, Cordials, liquors} bitters, tobacco, cigars, cigarettes, snuff; opium, wine, ground Coffee, chicory; spices, perfumery, or'jewellery; or any goods of less value than the amount of the drawback claimed. Drawback of full duty on particular goods may be allowed oil Certain conditions. The penalty for fraudulently Claiming a drawback is £2OO, or treble the value of the goods, which will alsd be forfeited. The Act is to come into force on Ist October next.
