LATEST FOREIGN NEWS. New York, September 2. A severe draught is now being experienced throughout the United States, and is proving of serious consequence in pastoral and agricultural districts. Want of rain is also being felt in Canada, where the dry weather has resulted in most destructive forest fires. Numerous farms have been burnt, and farmers’ stock and crops have been destroyed. Paris, September 2. Further intelligence has been received to-day from Tunis that since the engagements of which news came to hand yesterday between the Arabs and the French troops, fresh encounters have taken place in the neighborhood of Hammamet, an important seaport a few miles south of the capital. The French troops have, it is now reported, been twice successful over the Arabs, who suffered severe repulses and the loss of over 1000, besides a large number of wounded. The French have since occupied Hammamet in force, and re-taken possession of the town. Alexandria, September 2.

In consequence of the serious discontent which recently manifested itself in the Egyptian array, and in view of the possibility of disturbances occurring, E. B. Malett, C. 8., British Minister at Cairo, has sent a mission to the Sultan, asking that Turkish troops and war vessels should be despatched to the country, in the event of an outbreak occurring.
