BRITISH AND FOREIGN. Londox, August 29. The homeward Australian and New Zealand mails, which left Melbourne on July 20, were delivered to-day.
August 30. An inquiry which has been held into the cause of the disaster of the H.M.S. Dotterell in the Straits of Magellan, in May last, has resulted in finding that the explosion was due to the absence of ventilation in the magazine. The English cricketers embark at Liverpool on the 17th September, for America, en route for New Zealand and Australia. Telegrams are to hand announcing that a most severe cyclone has been experienced on the South Atlantic coast of South America. It extended over a considerable area, and was felt at several seaports and inland towns. The destruction to life and property is reported to have been verv great. Washington, August 30. This morning's bulletin reports that President Garfield's condition coutinues to improve, and it is believed that he is now making good progress towards recovery. Constantinople, August 22. Intelligence has been received that several severe shocks of earthquake have been experienced at Tchesme, a maritime village in Asia Minor, opposite the island of Ohio, which suffered so severely from a similar visitation in April last. The shocks felt at Tchesme have been most disastrous, great destruction of property, accompanied with loss of life, having resulted. ♦

Sydney, August 31. Dr Bullen, has ten supposed cases of small-pox under observation. Another authenticated tresh case was reported to the Health Board yesterday. THE RAILWAY ACCIDENT NEAR MELBOURNE. Melbourne, August 30. The report of Stephen's death has been contradicted. He is still alive, but the doctors hold out no hopes of his recovery. The total number of persons iniured is 20.
