The stonewallers are gaining strength and intend to block Hall’s cloture resolutions as well as the Redistribution of Seats Bill. The stonewallers programme is that under present qualifications representation on population means handing over the affairs of the colony to property owners. This is intensified by the leaseholders being also allowed a special vote. The working and middle class votes are to be altogether swamped. Otago and Canterbury under this bill and having public works constructed, would be powerlul enough to stay any further borrowing or construction of public works, unless within their provincial districts. At a caucus just held, it has been decided by the stonewallers to submit proposals for no other qualifications but manhood suffrage alone.
