LATEST FOREIGN NEWS. New York, August 26. A bulletin issued this morning reports that Garfield has suffered a serious relapse, and is much worse. Alarming symptoms have appeared, and the worst is now feared by his physicians, who hold out but little hopes of the President’s recovery. Calcutta, August 26. Telegrams to hand from Afghanistan announce that the Ameer has received strong reinforcements to his troops at Khelat-i-Ghilzai, where he is now concentrating prior to marching against Ayoab Khan.
