LATEST ENGLISH NEWS. London, May 20. At the banquet in the city yesterday evening the Marquis of Salisbury made a speech, in the course of which he referred to the Irish Land Bill in disparaging terms, severely donouncing the Irish policy of the Government. In the House of Commons yesterday, the Irish Land Bill was read a second time and passed by a majority of 176. Parnell and the members of the extreme Irish party abstained from voting.
