BRITISH AND FOREIGN. London, May 16. In the House of Commons this evening the Irish Land Bill was resumed. In the course of the debate the Eight Hon, W. E. Gladstone made a speech in which he said the Government attached its fortunes to the Bill, and would strenuously oppose any amendments which may be proposed affecting the principles of the measure as introduced, Constantinople, May 16. The Ambassadors to the Powers have had under their consideration the conditions now placed by the Porte upon the proposed transfer of territory in Thessaly and Epirus to Greece. After deliberation, the Ambassadors unanimously decided to reject the stipulations of the Porte, and the latter has been urged to withdraw. St. Petersburg, May 16. General Ignatieff has been appointed Russian Minister of the Interior, in place of General Loris Melikoff resigned.
