Mr King has, with the approval of the Committee on Foreign Affairs of the United Staten, drafted resolutions to be submitted to Congress, expressing regret at the unhappy position of Ireland and that the British "Government; appears unable to fulfil its normal duties for the protection of life and property; also that the Hon. Evart, the Foreign Secretary of State be instructed to inform the GoveVnment of Great Britain that it is thought to be expedient that there should be immediate reforms in Irish affaire, and that pacification should be prosecuted in a kindly and considerate spirit. A telegram from America stating that Congress is likely to adopt these resolutions has Caused much excitement here. The City of Rangoon, in British Burma]], which was almost entirely destroyed by fire in the year 1850, has again been the scene of a most disastrous conflagration. Fully half the city has been reduced to cashes, and over 60,000 people have been rendered homeless. In consequence of the critical state of affairs in Basil to land the Cape Government has addressed a despatch to the Secretary of State, requesting immediate reinforcements. The colonial forces in some of the recent engagements have met with reverses at the hands of the rebels, whose victories have rendered them bolder in their actions, A meeting of the Cabinet has been held to consider the situation. The action, against the British Government in connection with the appropriation of the submarine cable for services in connection with the Zulu war has been heard and decided in favor of the Government.
