GENERAL ASSEMBLY.
[NEW ZEALAND PRESS ASSOCIATION;] LEGISLATIVE COUNCIL. Wellington, June 2. The Legislative Council met afe 2.30. p.ni. Dr Grace moved the Address in Reply in a brief speech, in which he expressed a hope that all parties would do their utmost to help the Colony out of its difficulties. Mr G. R. Johnston seconded the Address. Colonel Whibmore spokd at great length on the Government policy, chiefly in its favor, especially as to Native matters. He highly eatogised Mr Bryce, as the best Native Mirtieter the Colony had ever had. He criticised the Government's finances, and said he would further their efforts to help the Colony out of its difficulties—» finance came before everything. Their house was on fire which must be pub out before abstract questions could be discussed. He opposed the withdrawal of subsidies, but would raise half cost of education (iu which there was gross extravagance) by direct local taxation, Mr Whitaker briefly replied to Col. Whitmore's remarks, when the Address was carried. The following Bills were read a first time : —Wellington Racing Club, Land Transfer Act Amendment, Cattle pass and Pounds Management, Fisheries Law Amendment, Dividing Fences Law Amendment, Compulsory Registration of Dogs, Branding and Brands Registration. The Council adjourned at 5 p.m.
