BRITISH AND FOREIGN. London, May 12. The British Government has sent a circular note to its representatives abroad specifying the means to be adopted for the solution of the Montenegrin, Greek, and Armenian questions, in consort with the Great Powers.

Constantinople, May 12. , News has been received here that the Albanians have risen in arms in demand of their independence being proclaimed. There is great excitement in Albania, but no conflict is yet reported. + LATEST AUSTRALIAN NEWS. Melbourne, May 12. Parliament was opened by the Governor, whose speech on the occasion says the defences of the colony are being proceeded with. The International Exhibition is to be opened in October, at an estimated cost of £320,000. The receipts are expected to bring in £70,000. Mr Bird has been appointed to report on the question of water supply. Farther extension of railways in the colony will be undertaken. A new Judicature Bill is now under consideration. The depressed state of trade is passing away, harvest prospects being favorable to a return of prosperity to the colony. The speech indicated that the new measures to be brought forward for the consideration of Parliament will include bills for the occupation of unalienated lands; for economical railway management; for civil service ; for water conservation; for mining property; for the suppression of the rabbit nuisance; and making better provision for public health. The census of the colony will shortly be taken. May 13. The debate on the Address in Keply to the Governor's Speech commenced last night in the Assembly. Sir John O'Shannassy severely criticised the action of the Government in delaying the meeting of Parliament; condemned Service's reform scheme and repeal of Longmore's land regulations, and concluded by saying he refused to be iudentifa'ed with the Ministry. In the Legislative Assembly to-day the Address in Reply to the Governor's Speech was moved and seconded.

Notice of motion was given re payment of members.

Sir Andrew Clarke is unable to accept the Agent-Generalship of Victoria in London.
