LATE ENGLISH AND FOREIGN NEWS.
[Per s.s. City of New York.] San Francisco, March 30.. The new route by Acheson to Peka and Santa Fe Railroad, between Atlantic and Pacific States, shows more than at first supposed. It is intended to make a terminus at Greagranes, and the directors have succeeded in obtaining from the Mexican Government such franchises as will pi-actically give them a monopoly of the Australian, New Zealand, South and Central American business. Those interested claim that this route will be 300 miles shorter, than the present route between New Zealand and San Francisco, and that it will bring Australia and New Zealand 1000 miles nearer New York than they now are.
The Chinese Government propose to retaliate and make its foreign policy conform to the ancient usage of the Empire. A delegation of Chinese had been sent to Washington from San Francisco, to find whether Government intend to protect their country in the peaceful pursuit ot industry in the United States.
General Joseph Bartlett was sent as United States Consul to Samoa, but his appointment was not confirmed. He has come back from the islands in disgust, and declines to return. Uo future American Consul, according to his statement, will be able to overcome which has been exerted for evil by the English, German, and American Consuls, during the past six months. The present United States Consul is denounced for not acting in the best interests of Government he represents.
De Lesseps had a quiet reception on his arrival in New York. Railway men in Washington, say he will offer the Presidency or Yice-Presidoncy of the Isthmus Canal Company to General Grant, and that hg expects to secure placing in the Stales one-half of his proposed capital stock., On his interview with President Hayes, the great engineer was given plainly, to understand that the States must have a preponderating influence, on any Isthmus Canal Company. De Lesseps was disappointed with this interview and merely said the Canal was a business and not a political proposition. Alhlcling to the preponderating influence, the London Standard remarks that this goes for nothing. England will have a word to say. Neither at Panama or at Suez must any power interfere with commerce.
United States troops from various parts of the Coast have been ordered to concentrate in San Francisco, and the local militia have been held in readiness for a rising. De Lesseps arrived at San Francisco on March 6 th. He was courteously received by the French colony and the commercial public generally. He leaves for Europe on the Ist. There is a large influx of Chinese into Chicago and New York from San Francisco, where the new Constitution permits their employment. Kelly, an Australian pedestrain, has been beaten in a race by a man named Davis, of San Francisco.
Herbert Burrell and Anderson Coombs, who left Boston on July 9th for Melbourne in a small deck boat, proceeded no further on the voyage than a small fishing villiage 20 miles off Baha, in Brazil, when they were compelled to land in distress. They returned to New York in the steamship City of Paris. Parnell and Dillon were warmly received all over the States. There is war between the New York Herald and the former, Bennett, after subscribing lOOjOOOdols to the Irish Be-* lief Fund, assumed a right to dictates how the fund should be applied. Par- ; nell refused to be subordinate in the <" matter. In a leading article the Herald says Kearney is superior to Parnell.
The United States ship Constellation, has been despatched with supplies to Ireland. Flags, booming of cannons, and general rejoicing marked her departure from Hew York,
