British and foreign, London, March 24. The Times, in a leading avticte, expects that an equal balance of parties is likely to take place next Parliament. The Morning Post in a leading article in to-day's issue, on the subject of the general elections and the change of Ministry in Victoria, congratulates the colony on the result of the former, and hails the advent of Mr Service as a prelude to the return of prosperity iu Victoria. March 25. Authentic intelligence has been received with reference to the movements of the Afghan pretender, Abdul Kahman, who recently crossed the river Oxus from the Russian territory-, and was believed to be arming at Balkhi and Badaksn, with Turcoman forces under Mahomraed Isa, near Akocha, 44 miles from Balkhi, and presumably intends to descend upon Cabul.should opportunity offer. The strength of his force is nob known. It is believed General Roberts is Watching his progress, and it ia expected that the British troops will secure the town I of Charikar on the road to Balkhi, in j order to oppose Abdul Kahman should he advance. The Empress Eugenie, together with suite sailed to-day for the Cape. Her Majesty the Qaeen left for the Continent to-day. March 26. Total reserve in notes and bullion in the Bank of England, £17,375,000. The Dukfe of Richmond and Gordon* Lord-President of the Privy Council, has resigned that position and the Ministry. The Marquis of Hartington made a speech at a Liberal meeting to-day, in which he reiterated the policy set forth in his recent manifesto. He further said that, if returned, he would endeavour to establish European concert, and would be prepared to use coercive measures towards Turkey, in order that she should introduce internal re* forms; Mr Gladstone ia severely indisposed j caused by overwork and the strain attending electioneering!
