It is understood that the mail bags will be tendered to them, and that the captains will refuse to cany them. The total quantity of wheat afloat for Great Britain is 1,960,000 quarters. January 27. The Duko> of Marlborough, LordLieutenant of Ireland, has refused to dine with the Lord Mayor of Dublin because the latter presided at a recent Home Rule meeting. Washington, January 27. The Senate has confirmed the appointment of Dr Lowell as United States Minister in London, vice Wells.
