BRITISH AND FOREIGN. London, January 15. Wool market active. Arrivals for next auctions 40,000 bales. January 16. Mr Smith, First Lord of the Admiralty, in addressing a Conservative meeting at Sutton, said the policy of the Government regarding Afghanistan would be to adhere to the treaty of Gandamak. The Government intended to avoid annexation, but would hold the strategeical position which had been taken, in order to secure influence over Afghanistan. A serious railway collision took place to-day at Ormskirk, Lancashire. Seven persons were killled and thirty serionly injured. Reports have reached here of renewed fighting between the Turcomans and Russians. The latter is said to have been defeated and compelled to abandon Tchikislar, the place from which the Russian expedition to the Tnrcoman country originally started. Three per cent, consols 97|; Adelaide wheat per 406 pounds, ex warehouse, 58s 6d; Australian tallow— Best beef, 395; best mutton, 39s 6d.
Tenders for the Wellington water works loan, X 130,000, were opened today. Total subscriptions amount to £500,000. Tenders for £lO3, 16s will receive in fall; those at £lO3 15s 6d will be accepted to the extent of 65 per cent.
Calcutta, January 16. General Bright reports that he attacked and dispersed the Mohraides branch of the tribe of Kohistans at Abbughan, with serious loss to enemy ; the British loss was trifling. Berlin, January 16. The German Government have complained to the Hussian Government in .consequence of an affray between a German and Russian officer at Kaisach, A political discussion is said to have arisen between the Germans aud Russians at dinnner, ending in a wrangle. St. Petersburg, January 16. A duel has takeu place between the editor of a newspaper and a Russian nobleman. The former was nearly killed.
The Russian Government, in replying to the representations of Germany, has officially denied the reported affray between the Russian and German officers at Kaisach, and has also denied the statement made regarding the massing of Russian troops on the German frontier. Pesth, January 16. Riots have been taken place here nightly in consequence of attacks by the populace upon the Nobleman’s Club. In the various affrays several have been wounded on both sides. n
C/AIRO, January 16. The Controllers Kaye made a report of the Egyptian finales to the Khedive, who has accepted their recommendations. The Controllers are now arranging the organisation of the Finance Department.
Bombay, January 16. It is officially announced from Cabul that the appointment o{ General Sir Frederick Roberts as military governor of the city has been abolished, in order to give confidence to the Afghans that England desires the peaceable settlement of. affairs in the country. Wali Mahomed has been appointed Administrator of the City of Cabul. * Paris, January 16. The new French Ministry have announced their programme for the present session. Measures are to be introduced to comprise Jaws for the control of the Press, and a new Education Act
in place of Fer/s law. Changes also be proposed in the Customs laws.
