A last caution has been given to the Russian newspaper Ruskaia Pravda. Several Russian journals within the last few weeks have made a bold attack upon the Russian Government respecting the Turcoman expedition, the cession of Kuldja to China, and the disregard of all economy in publi services. It is reported from several quarters that a new Russian per cent loan of 15,000,000 dollars or 20,000,000 is about to be offered in London. The money is to be used for the construction of railways. It is also intimated that another and larger loan on account of war material may be expected. A meeting has been held at Aosta, Piedmont to consider the scheme for the construction of a tunnel under Mont Blanc. The Yedomasti reports that General Tergnkassoffs expedition will not go to Merv. It will merely occupy districts at rte base of Kopet Dagb, which separates Persia from the country of the Tekke Turcomans. Merv is unimportant and Herat can be approached from Bokhara. The French Government has received direct communication from the Austrian Government regarding the proceedings at Vienna, and the replp made by France is most satisfactory. The last forty of the tenant farmers sent to Canada to investigate the advantages of settlement in the Dominion represent portions of Scotland, and the north, east and west of England. Seventy farmers from Sweden have sailed, intending to settle in Manitoba. If their undertaking proves successful, they will be joined by 600 Swedes next Spring.
