Markets are unchanged. [SPECIAL TO MELBOURNE ARGUS.] London, August 7. Cardinal Manning has reported to the Vatican on the basis of a reorganisation cf Roman Catholic hierarchy in Kngland. The Pope intends to adopt several recommendations, including the restoration of the hierarchy in Scotland under the control of the Cardinal. It is anticipated that Parliament will be disolved in October, and that the flections will follow immediately The Peruviana have captured a Chillian transport conveying a regiment of cavalry. The Premier in a speech at the Mansion House, announced that the Berlin Treaty bad been fully executed. Russia fulfilled her engagements with honor and dignity. Turkey was in difficulty, requiring time to accomplish uecessay reforms, A scientific frontier of Afghanistan was secured, and a satisfactory settlement of the 2ulu trouble was imminent. Commercial depressions are partly attribute to speculations consequent upon the! sudden increase of wealth of past years, also the clepieoialion of precious metals. It is hoped that the country has seen the darkest day. The Merchant Shipping and Underwriters’ Association, report under date London sth the following arrivals : Carrie Humphrey, from Adelaide; Andaman, from Port Wakefield ; Arethusa, from Lyttleton ; William Wilson, from Oamaru. The Euterpe, which left London for Port Chalmers, has put back to repair slight damage received in a collision with the steamer Telford. The Pericles from London to Sydney, which went ashore and got off again, put into Plymouth. She will have to discharge and go into dock.
