Observer.— While the Kumar a. Times is ever anxious to give correspondents room for any complaint regarding public grievances, it must not be imagined that it acts as a common sewer to receive everything poured into it. So long as you confine yourself to the public matter, we agree with you ; but twothirds of your letter is evidently made up of private spleen, which no respectable paper can publish.
