The Czar informed the Congress relative to the arrangements regarding Bulgaria, that the question may be amicably settled, provided the autonomy of South Bulgaria is secured, and no Turkish troops are allowed therein. LATEST AUSTRALIAN NEWS. Melbourne, June 25. At the conference of local bodies, it was resolved that the Government be asked to guarantee a loan in the London market, to be expended by the local bodies as required. The racer Laertes has been sold to Mr Patterson, of New Zealand. LATER. THE WITHDRAWAL OF RUSSIAN TROOPS. Berlin, June 25. The Congress has agieed to the principle upon which the settlement of Bulgaria is to be effected; and has also fixed that all Russian troops evacuate Bulgaria and Ronnunia in nine months.
