After three hours' discussion in the Congress, the E'mlu-ii and Austrian demand—that the Balkans be the limit of Bulgaria—was conceded. This concession removes the crisis regarding the Eastern Question, but excites popular opposition at St Petersburg. The Turks will fortify the Balkans.
