TO PRESS AGENCY. NAVAL PREPARATIONS RELAXED. THE KAFFIR WAR. London, May 27. The Signatory Powers are unprepared with the details of the pending negotiations, but the prospects of peace expected from the Congress are materially improved. May 28. The London papers are sanguine that the Congress will meet on 11th June. It has been substantially confirmed that Bismarck will preside and that Andrassy will attend. The naval preparations at Chatham have been relaxed. Sharp continuous fighting goes on in South Africa. The British troops have been generally successful.
