It may not be generally known by the minei-s that the rules and regulations under which tenure of their rights is at present granted differ most materially in some respects from those lately in. vogue, notably the granting of all the ordinary . applications, such as tunnels, head-race, tailrace, dams etc. The former regulations denned different periods of time for the posting of all notices, the lowest being three clear dayß, and the highest fourteen clear.days,in the majority, of instances. The rules now in force provide that not only must all applications be posted for fourteen clear days, but they must be considered and dealt with on a day to be named at the foot of the.application, and all such applications, whether objected to or not, must be heard in i open Court. We leave the miners j themselves (who ought to be the be e t judges) to form their own opinions as to the desirableness or otherwise of 4his arrangement; but it must not be forgotten that a personal attendance of some of the applicants before the Court on the appointed day is indispensable, and in the event of non-appearance the application (we were about to sav the case) would be struck out, and the ap. plication fall through. The different footing on which this placss our mining population is obvious, as under the old Act no definite time was absolutely mentioned for obtaining such grants, and a difficulty was experienced occasionally in deciding the proper time when the applications would lapse. This, we believe, was left \,o be a matter ot practice or hap-hazard in the various Mining Courts in the i Colony.
In the event of applications being objected to, the objectors are required to appear before the Warden on the day named in the application, th«y also having previously left a copy of thouobjection at the Warden's office. No notice from the Court for the objector or objectors to aDpear is necessary, bnt the applicant must also be served by the o! jector with a notice that he has so objected. It may also be mentioned that the quarterly business licences hitherto issuable are done away with. The other business licences continue unaltered both in price, and duration of currency.
