TO PRESS AGENCY. London, March 21. The Times published a summary of the official text of th« Treaty of Peace. It is consistent in substance with recent versions. The war indemnity is fourteen hundred and ten million roubles, eleven hundred millions of which are accepted in the shape of territory, leaving payment of three hundred millions, subject to arrangement. Melbourne, March 21. The cricket match, Victoria v. AllAustralia, has commenced. The Victorians are all out in their first innings for 123. The Australians have two wickets down for 52 runs. THE VICTORIAN CRISIS, London, March 21. An official despatch respecting the constitutional conflict in Victoria, has been published. It shows that the Governor's action throughout was supported by the Colonial Office. The Times says it is clear that Lord Carnarvon's September telegram, advising Governor Bowen to follow the advice of his Ministers was dictated by ignorance at Home. It is a material fai*t that this telegram shaped the whole of the Governor's subsequent conduct. The Times declares that the question raised in Victoria must be decided by the Imperial Parliament, for the relief of other Colonial Governors. In replying to Earl Kiraherley, Lord Carnarvon said he had a telegram from Governor Bowen,\dated 15fch, stating that the compromise was unsettled, but that the money was legally available for carrying on the Government to the end of June. Lord Derby stated that the Government had not demanded admission of Greece to the Congress, on the same footing as the guaranteeing Powers, he only aslred for Greece a hearing. Russia has not replied to England's request regarding the peace conditions being submitted to congiens. Unless Russia submits better conditions there will be no congress.
