PROPOSALS FOR AN ARMISTICE. THE CRISIS IN VICTORIA. London, January 12. The Grand Duke Nicholas has replied to Reouff Pasha that all negotiations for an armistice must be direct with him ; and that an armistice is impossible save on a basis of ultimate peace, the conditions being first settled. Nissa, a fortified town southwest of Widdin, has capitulated. Russian troops have arrived at Teni Saghra and Barodjik, two positions south of the Balkans. All the Civilian population has been ordered te leave Adrianople. A new Turkish Ministry has been formed with Hained Pasha as Grand Vizier and Sefvefc Pasha Minister of Foreign Affairs. Melbourne,. January 12. It is rumored that unless there is a ] speedy settlement of the dispute both chambers of the Legislature will be dissolved. A- dissolution of the Assembly is expected early in March. At a meeting to be held on Monday next Mr Berry will probably submit the names, of certain officers of the departments under his jurisdiction for dis- ; missal. The services of twelve School I Inspectors have been dispensed with, and further changes in the Railway and Public Works Departments are contemplated. It is stated that the bill to reform the Council is being drafted. This will be the first measure submitted to Parliament on its meeting on the sth February. Should the Council rel ject the measure the Government will appeal to the country on the grounds that the Legislative Council Tefuses to enter upon the task of reformation.
